Becoming a Supplier

Each year, BMO Financial Group (BMO), comprised of Bank of Montreal and its subsidiaries worldwide, including Harris N.A. (collectively also referred to as the "Enterprise"), spends over $2 billion on goods and services from its preferred suppliers. Of this amount, Harris N.A. (Harris) spends over $430 million. Preferred supplies are key strategic business associates who are held to the highest standards for quality, ethics and value.

Harris' Strategic Sourcing area is a North American team of professionals who provide consulting and advisory support to Harris business units. Strategic Sourcing sets the enterprise supplier governance standards that establishes the ethical and cost effective procurement practices for Harris employees.

Harris supports an environment of collaboration and innovation with its suppliers to ensure mutually beneficial relationships. We are interested in suppliers who will partner with us and deliver products and services that are the optimum in value, quality and performance.

About Strategic Sourcing
Harris uses its Strategic Sourcing area as a center of competence to enable Harris to purchase the best products and/or services for the best value.

To ensure Harris receives the best value in the marketplace, Strategic Sourcing analyzes what the organization purchases, current supply market conditions, industry trends and best practices, and current and prospective suppliers' product and/or service offerings. Strategic Sourcing supports business groups in the development and implementation of appropriate procurement plans and strategies that align to business needs and cost management objectives.

Strategic Sourcing establishes enterprise-wide preferred supplier deals for commonly ordered products and services. In negotiating the most favorable agreement to meet service and performance expectations, we ensure that these products and/or services are competitively priced and delivered to meet high quality and performance requirements.

Harris may use service providers to perform certain business activities that are traditionally handled by internal resources. These outsourcing decisions are made in alignment with Harris' strategy. Outsourcing is a strategic business tool for enhancing overall performance and allows an organization to focus on its core competencies, reduce and control operating costs, access world-class capabilities and avoid capital costs. Our Outsourcing Center of Competence provides governance and advisory services, and establishes processes that support business units with their outsourcing arrangements with service providers.

Harris proactively seeks and contracts companies of all sizes and capabilities - from regional suppliers to those that operate internationally - to find the right supplier for a specific business area or for the entire enterprise.

Employment of ethical and equitable practices
FirstPrinciples is BMO's Code of Business Conduct and Ethics. It documents and promotes the standards of business conduct and ethics for our employees. Similarly, we expect our suppliers and their employees to maintain a high standard of business conduct and ethics to which we hold ourselves. To that end, suppliers are provided with BMO's Suppliers FirstPrinciples.

Harris employees adhere to a Supplier Governance Corporate Standard that defines the framework to govern and manage supplier relationships. The standards for engaging suppliers are established to ensure ethical and equitable practices are employed in the competitive bid process throughout the term of the supplier relationship. We strive to obtain the optimum in quality, service and value in the products and services we purchase and comply with the procurement ethics guidelines for the Enterprise.

Buying Green
We are committed to purchasing goods and services from and working with environmentally responsible suppliers.

As part of our enterprise-wide procurement strategy, Harris endeavors to buy goods and services from suppliers that have sound environmental policies and practices. Strategic Sourcing is responsible for engaging external suppliers and supporting line of business areas in establishing best practices in supplier management. In compliance with our established sourcing methodology, all requests for proposal (RFP) require information about the prospective supplier's environmental practices. When selecting preferred suppliers, consideration is given to suppliers concerned about the environmental impacts. It is expected that Harris preferred suppliers carry out their work in compliance with current environmental legislation and comply with environmental protection laws. At Harris, privacy is a fundamental commitment to respect and protect personal information about our clients, suppliers and employees. Privacy forms a cornerstone of our relationship with our clients, suppliers and employees and allows us to earn trust and build our business.

Safeguarding information, in particular the personal and proprietary information of our clients, suppliers and employees, is important to our organization. Companies who provide services on our behalf are held to the same high standards of confidentiality by which we are governed. We require that any information provided be kept strictly confidential and used only for purposes of supplier contract.

What we look for
While cost is an important factor, we must ensure that Harris obtains the best quality product and/or service for the best available price through appropriate supplier evaluation, due diligence and product and/or service assessment against business requirements.

Supplier evaluation and selection is based on qualitative and quantitative criteria specific to business requirements and elements in the supplier offering. This criteria may include, but is not limited to:
